Your probably right. I have learned over the years to be quite generous with the Noront timelines, since they haven't exactly adhered to them. The truth is, much of what had to happen forced Noront to wait until things are put in place. That is slowly happening now, so I expect any new timelines to be adhered  to more seriously. The time spent in the past, although wasted, was not meant to start mining. But, instead, used to ensure others were ready, and that either a road, or rail was discussed, and made viable.

The time for Noront is at hand. The question is whether our efforts are being heard, and whether the rest involved are ready also.
