Sure it makes sense...it allows for a photo-op  for he and the Provinicial Conservatives and a way to indirectly campaign for their Federal counterparts whilst maintianing that he is too busy taking care of Provincial matters as the reason for him not being on the campaign trail with his Federal counterpart  (his opponents/detractors  would say that his absence is due to his unpopularity in the Province and thus Andrew Sheer not wanting to associate with him pre-election )
