Ferro Smelter build vs Road build time

Hello.

Maybe a simple question but when NOT announces the smelter location, how long will it take to get this up and running?

What I’m thinking of is that if the road build would take 2 years (I have no clue so this is an assumption) and the smelter build would take 4 years, somebody must be 100% sure that the road will be build? Otherwise it has no sence of getting started with the build?

Or am I missing something overhere on a late Sunday evening? If that’s the case my apologies.
