You are partially right, however, if it's co-op training then its beneficial to everyone involved.  

 

Also, should there be some kind of incident, the University institute can come up with some positive suggestions, which can be very beneficial globally.

If  there's money for Universitites, then there should be money the bigger projects in short order.

Please, RSVP that $1 billion, like today, for that road, like now,
