governments collect taxes for all our amenities, roads, rail, water, defence, health care, senior services, garbage collection, sewer systems, airports, libraries, electricityetc.

if you are on the Matawa reserve and do not have these things, development of the ring is the only way,

private enterprise along with government participation is a win win for everyone.
