So in a nutshell, they have simply re-commited the same 1 Billion,...wonder how much interest that Billion has made while sitting idle???

NOT to worry about that because they haven't got it to begin with.  You don't earn money on money you haven't got.  Econonmics 101,  one dollar in minus one hundred dollars out does not a profit make.
