If a transport can carry 40 tons but let's assume 5% is cromite

Step1, if they are trucking ore containing 5% chromite, then they have much bigger problems than transportation costs.  In fact, if they were transporting less than 28% ore by road, I'd be concerned.  If any chromite-containing ores are transported temporarily by truck until a rail solution is in place, they should be high-grading and trying to pull out ores that are 35% or higher.
