Either I, or the author is a bit confused about the time lines.

I had only seen actual construction time for Eagle to be only 2 years, assuming the road would exist during construction.
And concentrate production 5 years from begining of construction of mine? Seems too long for me. So what would be happening during the last 3 years of the 5? Concentrator construction? Hardly imho.
On the other hand, what optimism:

Start in 2020, really? I think Eagle's mine was to be originally completed in 2016.
I would not start constructing the ferrochrome facility without being sure that transportation of ore to the facility will be available by completion time of facility.
Looks to me like this author is depreciating Eagle but pumping chromite. Ed.
