Good points Babjak1. 

When the road study failed to produce any resuits the Globe reported that the reduction in welfare that a fly in community receives versus a road accessed community was one of their main issues.

I guess this solves their limited vision issue.  Up the welfare to compensate the reduction in welfare.  

This will take care of those who really don'twant a better quality of life.  

It will take a generation to defeat this mentality.
