I doubt they would Stop, as in forever.

But they most certainly could and very likely will put in a blockade, just remember early 2010.

And who is going to keep them from blockading, again remember Harris with Pinery Provincial Park and beech. Harris was not reelected partly for that gamble.

Be patient folks, I suspect they do not stand well because they had the opportunity to participate but declined.
As for the roads their routes were chosen on practical reasons based on terrain and to those communities that were willing to participate.
