Consult and reasonable time and opportunity to reply is probably the intent of the Supreme Court by from my impression of the actions of many native communities is as Goodheart says.
But what ever anyone says, it is my opinion that the native communities near the Ring of Fire have not only been consulted but had plenty of time to ask questions and give their opinions and recommendation.
Hence, according to 'humble' and of limited know how on the subject - Me, the requirement has been fullfilled.
So the 64 million dollar question is - How come we are still on hold?
Answer: Those communities are not of the opinion held by the Supreme Court but by the common opinion as held by Goodheart, me and many Many others in Canada.
