I do not think there exists a definitive answer to your question. We all guess and hope.
Per my previous posting, I no longer think that the answer lies with any political party that may be in Toronto. Same applies for Ottawa. My belief is that the natives are asking more than both governments are ready to give up.
My solution ( be glad I do not have that ability) would be to by-pass the natives because too much consultation has already gone by. Both governments should come to an agreement to finance and build the road. Federals to finance most because they gain the most and Ontario to maintain it. That means choose the road route. I am for the Noront E-W route.
Once the road is in the near by communities ( I think of only 4) would quickly get on board. Yes ignore the other Mattawa communities, even if they protest and blockade.
Same goes for the chromite and railway. Route being KWG N-S.
Leadership means doing what is needed on time and expedient in the face of foot dragging.
I do not think that the leadership depends on or is present in any particular party. Namely there would no be much difference who is in power.
