 May I be so bold to state "that dinosaur of a bureaucracy" is not just Indian Affairs But it is also Us Canadians. Federal departments only reflect our society.

We have provided that 'near free buffet' and the diners have gotten used to it thinking it is their right, so why would they seek jobs and self reliance?
