Afaict this article is new and reflecting recent developments. Apparently it was written over the weekend and according to Google found/indexed 5 hours ago. (Google)

Also afaict - nothing re roads has been worked out so far. Alan Coutts stated that he needs the ($) commitment to the road asap. Shovels on ground ... then 2,5 years of construction time for the road(s) alone. 

So actually NOTHING is moving forward - and as stated several times - I am long NOT.V since 2007 just to make my personal position clear.
