Maby he is keeping this number low.. As I'm sure it's a barging number.. He just can't come out and say, hey listen we can't move forward because the endogenous people have not agreed to terms.. So he uses polically correct statement... It's simple read between the lines.. If they had the go ahead there would be sholves in the ground...
