Because that would establish another bureaucratic monkey wrench, as if there were not enough of them already.

The problem as I see it is that there are already too many impediments to treating all Canadians equally. Which is how we all should be. You do not solve a problem by piling on more.

No nations within a nation. Either we are a nation, meaning homogenous, or we are not.
That is the core of the problem.
