You heard it from the horse's mouth:
"Bob Ray told the commitiee that the indians seemed to say no project will get off the ground unless water, housing and necessary infrastructure is provided to the natives FIRST."
So it is not the Ontario government impeding progress, unless we want to blame the government for not having the money to fund i.e. the government is actually us the public.

The problem is that we all have to go into debt to provide them their wants before we get ours.
That is not how things normally work. Usually you have to earn the cash to afford what you want.
