"Indeed he had a special flair for difficult tasks"
Difficult to some, I emphasise here as example, politicians.

"By instinct and training C.D. was a careful engineer with a strong focus on clear and coherent plans."

My definition of Engineer: 'Person who takes scientific knowlege and applies it towards production of practical things that society needs.'

Some engineers are born and not just by training, training of these just gives their natural talent an outlet. Logic and focus on the task at hand is part of that natural talent. No fair ( not mentioning exceptional) engineer can do without these. Planning and safety are additional prerequisites. In most cases products are over designed to provide a margin of acceptable safety. To achieve the above planning is a fundamental part of designing to do it quickly, at minimum cost and safely, namely Efficiently.

C.D. was just an ideal man to the tasks. It also took an exceptional (i.e. rare) politician to find one.

While it would be nice, Our Ring does not need such an exception imho. What is needed is leadership on the part of politicians and bureacrats who should realize that one can not fully please every body. Compromises have to be made and in some situations imposed.
Procrastination is no excuse, Ed.
