I agree only to the extent that if there is no interest to invest from local sources then and only then open door to foreign investment. Canada should be able to develop it's infrastructures on it's own without foreign help. Note that foreign investment means that the return on that investment goes out of the country. There are no freebees.

Just look to local native comunities who are developing on their own, Watey Power is a good example.

It is the politicians and bureaucrats who lack foresight that are the impediment,imho. Their job is to make things easier.
