Is this the news that road construction starts in 2018? (It would be weird if we hear it from Noront, not from the government). Or does it mean, Noront anticipates the start of road construction to be in 2018? In any event, it sounds as if it takes many years to start road construction, while it takes almost no time for Noront to start construction of an underground mine. Maybe I'm getting something wrong, but it sounds like a big difference with respect to different people's ability to start something.
