She said urgent needs. She doesn't have the money to meet every need whatever those are. As you know there are needs and then there are needs. Does a community need a skating rink? or an art gallery? etc. etc. Is high speed internet for the native communities a need? It is according to the natives. Is it urgent? When you have a limited amount of money to spend things get very complicated, I would not like to be in her shoes.
