What probably happened is that there appeared to be slim chances on geting the permits. You do not throw money on projects if you do not see possibility of completion in reasonable time. Just how long is Noront waiting, is it an environmental permit? It has been so long that I hardly remember when or what.

Second, Noront does not have the right of way on the best route for rail, KWG does.
