"He says if Northern Ontario had become a province at the time of Confederation in 1867, Sault Ste. Marie would have become its capital and the region would have retained its resource revenues, instead of the money flowing south." Wrong! most of the money flowed south alright but did not stop at the Canadian border. The Americans benefited from Ontario's resources a lot more than Ontario did and that would not likely have changed even if the North had been a province.
