Sorry to be negative but none of this will happen until 2018 ...both the Feds and Provies have shot their wads so to speak (no monies left for this year or next)

A fact here in Ottawa was when the Ottawa Senators (the hockey team,not the fools up on the hill) they had no backing except from private funds. They bought the property, built the arena and even had to build the road into it (cost 1 million +) as the city and province both refused to help out! Even though the financial gains and taxes were considerable..

In this case the Feds and Provies have said that they will cover the cost of a road (infrastructure) into the the ring presumably into the FN's reserves. I can see a "trunk road" being built by the governments with "spur roads" to each of the of the reserves but any other roads to the mines being built and the costs being beared by the mining companies (private roads)
