Here is the problem. There is only enough money at this time for one or the other. There is no way that the government will support both the railroad and road at the same time. If Frank wants to cooperate he will have to support Noront's road. By pushing the railroad he is only delaying the road and making things difficult for Noront and it's shareholders.
