Totally irrelevant which comes first. Read carefully please; the Ontario & Federal governments won't fund or build the railway. They will both fund and build roads to service the First Nations communities, but any extension to NOT's mine must be the company's responsibility, rather than the governments'.

'Pushing the railroad' can't deprive the EN mine of its road connection, nor can it delay any other development in the area. A Chinese bank will provide funds for the railway. It is possible, but unlikely, that same entity might also loan NOT money to build the road from Webeque to EN. Wherever that money comes from, be assured this isn't an either/or situation.
