Yes, and in general it's a shame that they need the Chinese for this. I would expect Canada with its big natural resources sector to have a railway industry that matches it. I mean, given that rail is usually the best thing to transport bulky items, ore and the like.

At least for someone from Europe, which relies a lot on railway, this is hard to understand.
