You are expecting non-native logic out of the natives up there. If they were non-native communities their priority would be jobs because they know that without jobs they could not afford the things they want and need. The natives up there do not see jobs as the source of these things they see government handouts as the source. That is the root of the problem that everyone is blind to, and until that reality is faced there can be no long term resolution of the problems.
