That is encouraging as I have always believed that what was preventing an agreement between the province and the first nations for the ROF was all the stings that the natives were attaching to it. The last thing the province wanted was to have the feds download the cost of looking after the reservations dumped on them. The province did not want to take responsibility for all the things that the feds were responsible for, namely the "strings" and if the feds are going to take care of the "strings" then there is a chance that the province can come to an agreement with the natives provided the natives are satified with what the feds are giving them. However if the natives get greedy and want too much money from the province, like trying to grab too much of the revenue and not leaving enough for the province to recover their costs, then it could still not happen.
