I find it very puzzling with regard to the roads in the second PDF.
Cliffs' road was to cost about a billion $s.
Noront E/W road is stated as 400 million going over shield land.
BUT KWG alternate E/W road only 120 million where bogs are involved and it must have more expensive bridges then Noront's. It also shares about a fifth of the route with Noront's and about same fraction with Cliffs'.

Hard to believe. Some deceptive numbers must be involved unless they are literaly meaning road only and leaving the bridge costs out of the price.
