Maybe that is more importnat than non-diesel electrical power, then safe water and which in turn is more important than road access, Ha.

Today Matawa should keep quiet about all issues with the exception of the road. Once road is on the go then and ONLY then state what is needed next.
An existing road means easier, cheaper and more readily feasible all the other desires. They should also come out shouting support for all mines in the Ring because producing miners would help pay through taxes for all the wishes after the road and mines are in place. Both governments can not go much into deeper debt to support a three year old with a tantrum.

Putting the cart in front of the horse only complicates matters and distracts attention from a priority item, meaning road.
