The Ontario government (in response to Federal legislation and court decisions) has for all intents and purposes put resource development under the control of the natives. However, the majority of natives do not consider resource development as important to their well being, rather as a threat to their life style and land. Their main use for this new found power is to leverage more money ( aka tax dollars from others) out of the government. The majority of natives do not see roads as something for resource development rather as a way of cutting their costs, and improving their lives. They would be more than happy to have roads and no mining.
As a consequence the PDAC’s efforts are futile since all of the changes they want will not encourage the native community to support mining and without that nothing will happen. There has to be an effort on all levels and by whatever means to directly connect resource development to positive outcomes for the native community. If that link is not created then mining will wither and die in Ontario.
