Comparing Voisey's Bay to the Ring of Fire is like comparing apples and oranges. Not only is the geology much easier at Voisey's Bay due to abundant outcrop, but you are dealing with the Innuit government which is much more realistic in their expectations than Matawa or NAN

I doubt Matawa would be happy with the agreement that was reached in Voisey's Bay, https://www.aadnc-aandc.gc.ca/eng/1331660591338/1331660670262 if they were then you could just use it as a template and move ahead. However if Bill Gallagher thinks he can move this forward then someone should hire him and get it done.
