I am inclined to think that this requirement is more political showmanship than substance since it has no teeth. I find it difficult to believe that the local community would not know if there is "corruption" taking place without this legislation. The communities are so small that everyone knows everyone's business. The only thing this legislation does is reveal the "corruption" to the outside world who can't do anything about it anyway. Besides what is "corruption"? If it is ciminal then the RCMP can do something about it, but this legislation is not going to reveal criminal corruption. If it is just paying yourself maybe more than you deserve or padding your expenses then it is up to the voters on the reservation to vote the bums out.
