"Maybe when our governments connect the northern comunities with phone, road, telephone, and rail , then these communities will be better served with able governments that can learn to alocate funds more effeciently." This is contradictory as doing this would not be allocating our funds efficiently. However moving all these people to where phone, road, telephone, and rail are would be efficient. Trouble is these people do not want to move because they do not want to be integrated into our society as they believe their society is superior to ours.
