That's something that I've always wondered (lack of BOD participation).

Two possible reasons:

1. There is something happening behind the scenes that has been known for quite some time, involving Noront, which precludes them from being allowed to purchase shares (insider information). Or

2. They don't feel that it's a good investment.

Quite the dichotomy. Let's hope it's door #1.
