TBS by what justification do you think that "the FN collects toll fees"?

Do you think they will contribute to the construction of road or rail? I do not think so, they will only benefit from both.

They may maintain the road, but that would be hired jobs with pay.

Toll road perhaps, but IF so, then the builder should collect tolls and no one else.
