Not seem, that is how it is. Many have said that unless they get the infrastructures they want, no progress in the Ring will be allowed (think Moonias was one?).

Order does matter, you can not squeeze dollars out of a rock unless you mine it. Governments can not go deeply into debt on a maybe. If they do then they are soon turfed out.
