You are right this is a strange statement, I think the original plan was to sell off the rights to mine the larger Chromite deposit, it was assumed that at some point a major would step in and purchase the rights, or Noront in whole.

That said with the purchase of the Cliffs claims, they may now want to mine the Chromite themselves or in partnership with an other
