If the bulk or even a part of that $1.66 Billion is to be earmarked for the ROF we of course need to remember this :

"According to a May 2015 news release, there were 35 Drinking Water Advisories in effect out of 49 NAN communities. And that a 2011 report found that it would cost about one billion dollars to upgrade or replace the water and waste water needs of all NAN communities"

Unless funds for such projects can be applied for via municipal infrastructure programs.
