IMHO the mining cos have not and are unfortunately still are not players of any stature/standing in the progress in the ROF. Negotiations between/with both levels of gov and the FN leaders/residents regarding social, educational and economic needs are paramount to any progress regarding ROF resource extraction. This is not appeasement imo. Courts have consistently taken the view that FNs have legal standing when it comes to the territories in which they live. This is the reality now and requires govs from both levels to treat their needs and concerns more seriously if there is to be any progress. Money has been thrown at this for years and the result has been less than encouraging...if not disgraceful. Fault can be assigned to all parties. That page needs to be turned and a new approach initiated. Fortunately their currently seems to be a willingness by all parties.

Transparency from all involved is imperative going forward. This isn't rocket science but it is perilous if expectations are not clear and a plan is not agreed to by all participants. It's a negotiation and needs clear guidelines and realistic milestones ..ie if X is implemented then Y is implemented. Until this is apparent, no major corp is going to invest $$ in the area and without them no mining will take place. KWG and NOT imo will not be the miners because they neither have the financial, expertise or size to do it...major mining company(s) will.
