Fine, but was the plant provided before or after ground was broken for the mine?

I have no qualms about Noront helping Webequie with what ever but in my opinion Noront needs cash flowing in before affording such expenditures.

So our nickel mine is the horse in front of the cart which could be water treatment, school, clinic, etc.
