I have been told that the money given to 'contractors' to perform work never makes it to the destination. So who i monding the hen house if this is true??

I am so confusded and in shock that a reserve in this country has to boil water for 20 years. That makes zero sense to me... what am I missing?????

and of course our beloved ROF which may fall at the hands of these great social and community people who allow their people to live in squalor while they reap all the benefits of incoming cash.
