Message: New ground ..moving facilities to surface

In today's Noront news release I pondered on the following statement from Al Coutts:

"One of the issues we dealt with was the lack of good, high ground in the James Bay Lowlands, where we could build facilities and infrastructure. The thinking was that we’d build the mill underground, and that was built into our studies. Now that we have access to new ground, we’re looking at moving the facilities to surface and whether we’d be better situated — from a marketing and sales angle — producing separate concentrates,”

This high ground statement jogged my memory and I remembered this spoken by David Palmer, Probe, in 2010 (link below):

"Black Creek is, in fact, located directly between two well-known chromite deposits, Black Thor and Big Daddy, and on the only high solid ground in its area. For David Palmer, “This adds to the strategic nature of Black Creek. The James Bay Lowlands, where the McFauld’s Lake discoveries occur, are well known for their soft ground. A property like Black Creek, with a firm footing, thin ground cover and outcrop exposure, is very advantageous for anyone wanting to build infrastructure. You will see cost saving in both mining operations, such as an open pit, as well as infrastructure such as roads and buildings as there will be less ground preparation.”

I'm wondering when Coutts speaks about access to "new ground" and moving facilities to surface..if a deal with probe has been done?
