Great question.

I do not know the answer for sure but from past experience, any promises made during an election campaign IF the party does not form the government, you can kiss the promises good bye.

Before election, if the promissed money has been transferred to public servants (Departments) that are to accomplish the task then there is a real possibility of Yes.
