No one forgets whose claims they are, but even I would dispute their granting because they were not for the purpose of mineral extraction but to garner control. An improper use of claims imho so I would never grant them.

If one wants to build a private railway or road he buys the land outright and even then IF one of the governments wants to do same on your bought land they simply expropriate. Public has priority.

Better to cooperate than spit into the wind.Someone did just that and ended selling their property for 10 cents on the dollar.
