Not quite. All we have this far is in principle the EA will be approved and provided.

However work can not begin seriously until we have the EA in hand.

What this announcement tells us is that the preparations have been made to deliver the EA Soon, what ever soon means.

I think Soon means that an effort is made to deliver it this fall, soon enough for construction materials to be delivered over this coming winter season and physical work to begin. ( That is what we thought the previous summer, so caution with our enthusiasm is warranted.)
