Kind of an ambiguous statement...
Does it mean that :
the presence of NOT is making the Ring of fire a priority (for the various levels of Government)?
OR, does it mean that Noront itself is making the Ring of Fire a priority?...
in which case it's a dumbass comment as of course NOT is making its flagship property a priority ...
AND Wynne's comment:

....it's been the FEDS mostly (all) responsible for the training...
