I am assuming that those tribes which are 100+ km from the chromite properties are semi-nomadic peoples who are required (in order to maintain their livelihood or traditions) to move one or more times per year to follow the Caribou herds as they migrate through the areas in question? I would think that if this is in fact the case, then a case can be made that they have some claim to the lands in question.

I cheerfully will accept any and all assistance to stop me from making an ass of myself, if in fact this is not the case.
