It is common to have ministers show up given the size of the convention and concentration of mining industry professionals. The Feds and province often sponsor part of the show and get face time.

What is unusual is joint Fed/Prov/FN announcements in relation to specific communities. I think the 2nd announcement might have to do with an early announcement about continuation of flow through financing but thats a guess.
